We are in the process of taking down all of our vehicle turners, eBay has implemented a new policy "
However this policy does not draw a line at what is acceptable. Example speedometer calibration? This modify the vehicles performance. Larger than stock sized tires. Is a cold air intake considered a device?

I agree with eBay's policy. I will also assume that by "tunners" you mean "tuners".
This stuff has been sold for years on modern cars and it does NOTHING to improve performance, but it takes us back to the 1960s from an emissions perspective. The stuff is mostly "feel good" and does nothing to add to the actual performance of the engine.
The cold air intake makes me laugh every time. If that would have been an answer don't you think that the original manufacturer would have done so? In fact, they have. You will find modern engines to intake the air outside of the underhood area and mostly taking the air from the inner fender of the car. But, some company can make money by convincing Barney and George that the cold air intake will double their horsepower.
I am also a believer that vintage vehicles need to be retrofit with a certain minimum number of emission devices including an evaporative and catalytic converter.
I am glad to see that junk getting off eBay.

Tony1963 im sure there are some tuners out there that have slightly less emissions than stock most of them being diesel tuners that are tuned to "roll coal" but thats basically over with now. Other than that performance tunes absolutely add performance to vehicles & they have been proven to do so on the dyno. All these bull**bleep** laws do is put good hardworking ppl out if business & takes away the ability for me to get alot better fuel mileage in my vehicle because a performance tuner also will get u better fuel mileage which is good for the environment & for emissions. Im sure somehow this is all about someone making money & has absolutely nothing to do with trying to keep emissions low! & is just another way for the government to try to control us & its ppl like u that have no idea what they are even talking about that make it possible for them to keep doing it so thanks buddy! Wait till the next policy is for something that u care about because its coming because of ppl like u! Lets go brandon!

I am a fan of emissions laws. What has been sold for years only disables the technology that was put there in the first place.
Those performance parts simply add more emissions, noise and do not add value.
I'm glad to see all of that stuff go.
Now let's start retrofitting older vehicles to have emissions systems.
