Problems w/Messages to Seller (seeimingly, automated responses)

This is a repost, sorry, but I posted originally in Buying, but it may be better addressed in Motors. Feel free to delete the original post if against rules (as it is not allowing me to delete the original post/thread), as that post is not really gaining intelligent responses (meaning, educated by reading and replying to entire message, rather than picking out one detail and hashing/lashing out with sarcasm).

I am trying to contact this seller, regarding the actual part details (E.G. "does this part have a cast iron impeller like the photo shows") and all I keep getting are responses that do not* directly address my question.

I am also looking at the seller's feedback, for possible purchases of the same part, where people may have complained, and not only am I seeing that the seller does not reply to resolution claims, but I am seeing where buyers complain that there are fees added to their purchase, like the seller is from another country and "foreign transaction fees" which would basically say that the seller is not* in the US as they claim.

How do I get eBay to investigate the validity of the seller and whether or not the seller is actually answering messages. I really would like to purchase this part if it matches the description & image, but I refuse to play the "pay return shipping" game that goes with an item that is not as described.

Here are the correspondences from between this seller and myself. Mind You, the actual listing does include the manufacturer's part number, so inquiring about the part (webcrawler keywording?) should not need to include this information.

For this type of part, we need an OE / Manufacturer’s part number off the actual unit being replaced. Parts can differ even within the same model year, so the actual number is required to confirm the correct replacement item you need. If you are unable to locate the part number, a manufacturer or a dealer should be able to confirm the correct part number for you.

---FYI, all IH SV8 and L4 water pumps are the same, with exception being the hub having eight (L4 & SV8) holes or four (L4), for which to mount the clutch fan. The part You're depicting in the image, is an eight-hole hub, which will work with L4 and* SV8 engines.

---What I asked was whether the impeller on this part is cast iron as the image depicts. Some are built with a stamped steel impeller.
