Purchased a fuel pump and it was a dud seller had no accountability and would not take return closed the return and took me for $165

You missed the 30 day eBay MBG timeline so your only recourse now is to open a Not As Described case with PayPal if you used PayPal to purchase the fuel pump.
If you do win the PayPal case you will have to pay for the return shipping.
