The manufacturer is Pollack, they make speedometers/tachometer units for many different vehicles, commercial trucks, motorcycles, etc.
Put the manufacturer and model number in your favorite search engine and you'll find what application this is for. I found it, piece of cake.

based on the low RPM range on the tachometer its probably a heavy duty truck

1987 Volvo 740 GLE with the low RPM package.

unfortunately its not the 740 GLE this time
the back states its a 24 volt system ... I think most cars use a standard 12 volt system.

No, the 1987 Volvo 740 GLE with the Low RPM Package (LRP) did have a 24-volt system.
It also used digital fuel injection from a 1979 Cadillac Seville.

I think it's for the 740 GLE with the Loose Nut Behind The Wheel package.

You can comment all that you want about Volvos and bad transmissions. Has only improved my business.
I have only ever had two Volvo transmissions replaced in 20 years. One was a 5-speed in a 240 wagon that whined and the other was an automatic on an 01 V70. That unit was replaced before I discovered that the shifting issues are typically shift solenoids. Since that unit, I have serviced dozens of automatics with solenoids, reprogrammed the unit, and off and running again.
Your warning about bad transmissions has only created an opportunity to source these cars with shifting issues (where the owner believes that the transmission is shot) make a $240 repair and then put a perfectly good car out there again.
Lining my pockets for the past 20 years....LOL

indalea, disregard any posts after #3. Those posters are having fun at your expense knowing that you are chasing your tail due to their replies.
It would have been nice for the user in post #2 to just tell you what it fits since it was a "piece of cake" for them to find it instead of telling you to "Put the manufacturer and model number in your favorite search engine and you'll find what application this is for."
Looking at your feedback, how long you have been on eBay and the items that you sell I would say that you most likely exhausted your resources and that is why you asked for help here.
Give them a call and they should be able to tell you what the item that you have fits. BTW they are MST.
I tried but it went to voice mail and it makes no sense for me to leave a message.
Good luck.
