Why is it taking so long for eBay to fix the issue with the Bulk Selling Tool?

Should I end my unsold listings every now and then and relist?

Do new listings (buy it now) get a temporary boost in search? Hence older listings that are getting no traction, is it good to end those listings and relist them every so often? Thanks in advance!
