When using mobile app on cell it does not allow sending 5% offers to buyers only allows 10% and up

When using PC and web site it works just fine and allows sending 5% offers

I am curious to know, Is it safe to operate Ebay seller portal through mobile app ?  Will the IP address effect ? 

on PC IP address is different to Mobile IP address  , but same selling ID.

Don't know the specifics to answer your question but can just add that we largely do not have any issues mobile or pc
