eBay app for Android, feedback options

To leave feedback for a sale on the app, there is no option, that I can find, to leave negative feedback.  I needed to leave a negative for a sale..  looking over the buyers feedback, it shows this person often does not pay, according to other sellers feedback but all of the feedback is positive.  So I must not be the only person experiencing this problem.

Sellers can't leave negative or neutral feedback for buyers. However, if you're having an issue with a buyer, you should contact the buyer to try to resolve the issue. If you're unable to resolve the issue, you can report or block the buyer.

What..?  Why on earth not?  I've sent many messages asking for payment that the buyer completely ignored for over 3 weeks.  I did report the buyer for nonpayment but the feedback I left appears positive even though I said "no payment after many attempts"..  This is crazy!  EBay was different years ago when I used it more..
