I think you should be able to cancel your order as long as it hasn’t been shipped or given over to usps yet not within an hour of buying

It is up to the seller if they will allow you to cancel. You can ask but they can say no, even if it hasn't been shipped. That is the policy and that's not going to change. Make sure you want the item before you bid because if you win you're obligated to pay.

Also keep in mind that when you purchase an item and pay there are non refundable fees associated with the transaction. So you want the ability to cancel an order that you placed, and apparently have changed your mind about, but the seller will still be out some money due to that even though they haven't shipped it yet.
