can't use app

it asks me to update but google playstore shows its upto date, how do I update it then

Make sure Google Play Store and Google Play Services are up to date as well.

thanks I tried that but for some reason ebay still giving me that message that it is outdated but that's the version I'm getting from the playstore

all my apps are on auto update so everything is upto date I will try just downloading the updated version apk and see how it goes from there
