Delivered to the wrong address?
Have you asked the carrier where they left it? The seller or eBay won't refund if tracking shows delivered.

How do you know that it was not delivered to your home? Was your address of record incorrect?
If your tracking shows delivered, then you must take it up with your local postal service.
