Why when I try to login to Ebay it keeps saying "too many requests"?

I'm not around WiFi so all I have is mobile and my carrier is Cricket wireless and it's been working perfectly on my other phone which is the same as my new one.

It still not letting me login at all. It even said that I was blocked permanently but I switched to my old phone and logged straight in with no problem.
