It is stupid you have to update your phone to use the app. Should be separate entities. My 4+ year old iPhone works great because it doesn’t update every other month.

Most people like to have the latest iOS that their phones can handle for better security and other enhancements.  If you don't, that's your choice, just use Safari.

Your device is running iOS 12 you should be able to install version 6.9.6 from the App Store 

• Delete the current ebay app from the device
• Open the iOS app store app
• Tap account button
• Tap Purchased
• Scroll to the eBay app and tap the cloud and down arrow icon
