Countless reports of this on here and online.
For the record anytime I try to use ANY of the functions on your eBay app without WiFi, I get the attached error
Error
The internet connection appears to be offline (-1009)
at the time this error message appears I have -
Full 4G signal
Full wifi (it only works when this is available)
The updated eBay app
The updated iPhone X software
Can’t quite believe eBay are showing any indication they are A) a forward thinking company and B) listen to their customers.
It it needs sorting. Does the app really only work with WiFi and not from my phone signal (as is the case with every other app I use)?

Thanks for report. You currently have cellular access disabled for the eBay app so it will not connect.
Go to settings on your device, scroll down to the bottom where there is a list of apps, find ebay, then turn on Cellular Data.
