I’m trying to switch my ‘primary shipping address’ and I’ve tried several times, I’m not able to do so

Try using a desktop browser here:
https://accountsettings.ebay.com/uas/addresses
First add the new address. Then make the new address primary. Finally delete the old address if necessary.
