Selling items and draft listings in Android app

Do I understood correctly that ebay apps are configured according to my country?

I remember that I could start selling item, adding pictures etc on my android phone, but suddenly I can not. I also do not see drafts of my selling items I created on computer. The only possible way  is to open ebay.com com page in desktop version and then sell,change drafts,add pictures etc from my phone:(

Or I am doing anything wrong?

Thanks for reporting. Can you let us know what country your app is set to? You can check that under the settings of the app.

It is Latvia.

I believe I can change it, i.e. just to list selling items and then change it back?

What is the reasoning why  for example british guys can whilst other countries are not allowed to use normal selling app?
