Seller return options not working, "returns not accepted" is default, android app or android browser

It worked 2weeks ago.  Now with several draft listings, I am stuck.  Called support yesterday,  no solution. 

The 2nd Pic shows what happens only briefly then the button slides back off.  There was a 14 day  option too,  now missing also.

This is on the app,  my android browsers don't offer any option but "no returns accepted"

CANT CHANGE TO NO RETURNS ON MOBILE APP.
