when I'm doing a search on my Android or something that I'm looking to buy I get a pop up from the bottom it says short and filter. These options are already available at the top of the page. The pop-up is very annoying. How do I get rid of it?

Tap the "Filter" side of the blue button, then scroll all the way down the list of filters -- at the bottom you should see a "Customize" option. Choose that, and you should see a setting with a toggle switch to Hide the  Sort / Filter button that appears at the bottom of your search results. Turn that toggle "on".
