People should be block if they win a bid and then they never pay and never respond back

All bidders who don't pay need a Unpaid Item Case against them and blocked.

Adjust your bidding requirements to prevent bidders with two or more unpaid item strikes from bidding on or buying your items.
Then be sure to open Unpaid Item Disputes on any user that makes a purchase and does not pay to make sure they get those strikes.
