Says I need latest app after I tried multiple times to download latest app

Having exactly the same issue with the Ebay App trying to download it to my my new phone and getting the same problem where it says the app is out of date.  Even when I try and download it  direct from Ebay I get the same message

Please uninstall the app and install the latest version from google play store.

The ebay app requires android 5 and higher to run
