I’m having a similar problem. I keep trying to pay for a item I sent a offer on. The seller countered and I accepted. Every time I try to pay for it, the app keeps making me try to choose between my credit cards when I want to use my bank account. Have used it this way for years. Now PayPal and eBay tell me it’s a problem with the seller. She says they both told her no problem with her account. Lost!!
