Good afternoon. I am using an investment platform in Brazil, known as a PDE that clearly states on the website that it has an official contract with eBay. is this true? I may be the victim of a scam.

I don't think you'll find any answers here, these boards are manned by volunteer users not eBay employees. I would suggest that you contact whatever government regulatory agency in your country that deals with investments. A Google search from the US comes up empty on a Brazilian Company called PDE.
