Offers from sellers unable to open

I am unable to review offers from sellers. When I try to open them from my notifications, I keep getting an error message and they won't open.

My phone is OnePlus 3T running Android 9

Thanks for posting. Could you share a screen shot of the error you are seeing? Are you opening the notification from your phone lock screen or are you tapping the notification inside the Ebay app notification section.
