I didn’t receive shipment and eBay requesting to print return label

I bided on a $3.00 item and won. eBay charged me $6.13 shipment included. Item was never received. Instead received a notification of additional outstanding delivery charges. Started a refund request trough eBay only to be shamed by the seller for calling it out for what it is. I provided proof of the above trough eBay.

please advise why am I receiving eBay notices to print return label wen I never received item.....?

What kind of request did you open? If you're being asked to print a return label, it sounds like you opened a return. If you haven't received your item, you should open an Item Not Received case.
