Help with customer agreement

Any time I go to print a label It says I have to sign agreement with EBay.  What agreement I cannot find and I am paying all my shipping???

I don't know of an agreement to sign for shipping. It looks like your items were sold through PayPal, so I don't think they've asked you to register for Managed Payments. Yes, you'll have to pay the shipping from the funds your buyers paid you. Could it be that you're under the New Seller 21-Day hold, or a hold for the high-value items? Hmmm...

It's the billing agreement and you have to use a PC to sign it, the first time you buy a shipping label.
