could you please advise me, my account is blocked and I don't know how to proceed. I wrote to support and they are not willing to help me. I called support, they told me to write an email. If I wrote an email, they don't answer me.
How to solve my problem? Online chat is not working.

Slovakia is not embargoed by the USA. It's part of the EU.

It is possible that eBay has not blocked you, but you are on a lot of Blocked Buyer Lists for Unpaid Items.
Another reason Buyers get Blocked is opening "too many" Disputes and Claims.
And sellers are allowed to Block any country (even whole continents) that they want to.
