Getting message that update is required this version has expired on eBay app.

I have an older iPad and am on version 10.3.3.  Why am I getting this message.  Everything I can find says it should run on 10. ?

Maybe it would update the features/add features to what you already have. I don't think it's a bad idea to click it.
