I had bought an item the seller sent it to me with missing parts i returned for refund then i bought another one but fedex never delivered to my address i contacted the seller b/c fedex told me he is the only one can file a claim but he refused to do it i open. A case with ebay but ebay didnt help me out so ebay let him steal my money. I bought alot from ebay but i decided to go with amazon they more trusted site to buy money back guarantee ebay sucks

If FedEx tracking shows that the package was delivered, you will need to contact FedEx and get a statement stating that the package was not delivered to your address. You can use that to appeal the eBay ruling, but you must do it within 30 days of the delivery date.
If that fails, and you used PayPal, you can open a dispute with them. PayPal is more willing to work with buyers in these types of cases. If you get to that point, you can call PayPal at 888-221-1161 and they may actually follow up with FedEx to determine if the package was delivered to you or not.
If you didn't use PP or they can't help, you can always fall back on your credit card.
PayPal and most credit cards give you 180 days to file a dispute.
