Cant update app

can't update on my iPhone 6. Says I have to have iOS version13.4.  Wont update to a later version.  What is recommended?

Here is what eBay says about which eBay app versions run on which iOS version:

If you are unable to upgrade to iOS 12 or later or get the eBay app working, you can still use Safari or another browser to go to ebay.com instead.

Your device is running iOS 12 you should be able to install version 6.9.6 from the App Store 

• Delete the current ebay app from the device
• Open the iOS app store app
• Tap account button
• Tap Purchased
• Scroll to the eBay app and tap the cloud and down arrow icon
