Can't complete checkout using PayPal

I searched and saw one other person with this issue but no response.

Tried to purchase something last night using the latest Ebay app on my iPhone XS Max. 

I selected PayPal as the payment option and a (Safari) login screen to PayPal opened and I put in my PayPal login details. Got the little PayPal login circle and then was asked how I wanted to pay, and then after I pressed the button to complete the option it said I was being sent back to the site (Ebay).

And not sure whatever it was that was going on but Ebay still wanted me to check out, and clearly the transaction never went through. I repeated this to make sure I did everything correctly and finally got on to my laptop to complete the purchase properly. 

So two issues as I see it, first that the transaction didn't complete using a web browser on the phone, and second and more importantly, why isn't there a connection between making an Ebay purchase and it automagically opening the *PayPal App* on my phone to complete the transaction when that's the method of payment I have chosen?

After returning to the ebay app from the PayPal login and payment selection screen did you have a Confirm and Pay button?

Nope, it went back to the same screen it was on before as if I had never tried to start the payment process.

So I would try it again, and it would do the same thing.

Happened three times and I gave up and got on my laptop to complete the checkout process.

Would this have anything to do with Safari and java or something?
