App won’t open from dock in iPad updated to iOS 13..1.2

I’ve not enjoyed the new iOS, with freezes and drops Wi-fi, screen rotation problems, but one of the annoying things that remains is not being able to open recently used apps from the dock, as before.  Youtube was one, but it fixed itself when I updated the app. This doesn’t work for Ebay as I see no update available. Can it be fixed please?

Can you please try uninstalling the ebay app and restarting your iPad and then installing again. Thank you
