App doesn’t allow send offers to buyers

For the past few days the app shows I have watchers available to send offers to.  When I click on “send offers to buyers”, the next screen is grayed out making it not able to click on.  This is ONLY happening on the app.  The computer WILL allow me to send offers to the same ones that are grayed out on the app.   I deleted the app and reinstalled, but the same problem persists.
