Yep, there are other posts on this forum where eBay acknowledged they are working on the issue. I'm hoping the fix will roll out with the next app update (which is usually Monday-ish).
Until then you can log in through the website on your phone's browser to upload photos. A bit of a pain, but at least it's a workable solution until this is fixed.
No need to report this one, but in future the best thing you can do is shake your phone while the app is open to submit a tech report to the eBay product developers.
