My barcode scanner, in the ebay app, on my android phone has not worked since I loaded the 2019 updates for the app. When I press the scan barcode option the little green box comes up but the system just looks but never recognizes the barcode. This is a really nice tool to have if it worked. I have seen many mentions of this problem in these posts but no solutions as of yet.
