The issues with people not able to logging to android app is due to new implementation of safety net checks and google service requirements. So if you have any phone which doesn't have meet this requirement you cannot login or use the app.
Failing these two factors can be fix with reinstall/reboot but if youre phone is rooted or not on "google certificated device list" you probs can't use the app.
You should still allow users to use the app or at least allow seller to use to check order and messages ... you could limit payment but if it handle through your servers modified apks shouldn't able to exploit unless ebay api is easily tricked by app ...

Requiring SafetyNet to use the eBay app is too intrusive and simply unacceptable. Since SafetyNet does not work on rooted Android devices, I will not use the eBay app as long as it requires SafetyNet.
If eBay is using SafetyNet to implement Android Pay, that's not a good idea because most Android users don't use Android Pay. SafetyNet is causing a lot of compatibility issues for Android devices, and adding Android Pay is not worth it when it is inconveniencing so many of eBay's users.

As of mid november 2019, NOTHING ad all, let alone anything good, came out of this. Shame on you eBay, for not giving a f*ck about a part, however small, of your community. Migrating to Amazon as much as possible for my needs since some months, anyway....

Do you have some details of what you are experiencing? It is not clear from this post. Please upgrade to the latest version as you are currently using an older release.

voland-666 is most likely saying that the eBay app still does not work for Android devices that don't support Google SafetyNet. That is my experience with the most recent version of the eBay Android app as well.
Removing the SafetyNet requirement would also allow the eBay Android app to work on Amazon Kindle Fire devices, and resolve the issues mentioned in this other thread:

Have the same issue...
Were bad decision to use Google Safety Net.. ebay is done for me.
I need Google services to run their app on my phone? Ok, if you are a small app developer, then you can use all the google services they provide, but now ebay use the google **bleep** but allow phones with outdated security patches.. but hey we safetynet is the thing we can trust!
