Is this metal clip part of a military (Navy) uniform?

I'm wondering what this metal clip is-- what it was used for.

 

It was with an assortment of pins my dad had including some Navy pins and

some Boy Scout pins.

 

Dad was born in 1914. Was in the naval reserves, and then served in WWII

as a lieutenant in the Navy in WW2.

 

The clip measures 3/4" x 1/2"

Tough one, not a authorized uniform device.

 

But resembles a Army Meritorious Unit Award,

Hence it may be a clip awarded by a reserve unit Commander, looks US but there are other countries that use the wreath for awards, Germany, Spain....

 

Not sure, other than it wouldn't be authorized to wear on a dress uniform, by regulation.
