What is this Juicy Couture piece?

Picked up this pretty, gold tone, Juicy Couture piece for the sole reason that I do not know what it is.  There is no clasp anywhere.   The 9" long chain is far too long for a bracelet.  I have looked and looked online, but can't find this piece.  Any ideas?  Thanks so much.

I think that this attaches to a cell phone. The part that's too big to be a bracelet goes around you wrist. The black thingie is the part that attaches to the phone. I have a poodle charm with the black thingie that was sold as a cell phone charm. I have yet to figure out how it attaches.

What about a purse charm? Thread the black part through a loop of itself to make a loose knot????
