Looks more Chinese than Japanese - sometimes hard to tell since they copied styles and made things for each other. The mark is probably a factory mark. With the numbers on it, the plate is a commercial piece, probably second half of the 20th century - very little chance it is earlier than that.
Nice design, traditional (except, maybe the big leaves), but best bet is that it is a modern decorator plate using various Asian floral motifs.
