I bye product on 19.11.2019 and received on 19.12.2020.

My product looks like as described but does not work as described.

From PayPal I got a response that can not help me.

Where can I get help for product how does not work as described.

It took a year to receive this product? Those dates can't be right. The thing to do is go to the bottom of the page and click on Resolution Center.

So you bought on Nov 19, 2019 and received in on Dec 19, 2020

How did you manage that?  I think you mean you received in on Dec 19, 2019.  Why did you wait this long to decide that it didn't work right?
