Are there air bubbles? Can't tell from pics. Looks like cracks to me from the glass cooling too quickly.

I don't know. These have been in the back of a cabinet for over a year. I don't remember if they looked like that before. It almost looks like they were crudely carved from the inside out.

Hand-blown glass usually has air bubbles and different kinds of imperfections. That wouldn't be out of the question for a piece like this.

Is that a dedicated decanter or is it from a consumed product (i.e. cognac)? Some cognac decanters you buy with alcohol in them are so nice, it's hard to tell them apart from one's you buy empty.

You said it looks like "scrapes inside the glass." Could they be scratches from an over-zealous bottle-brush cleaning? Or the wrong kind of bottle brush? I do that all the dang time--use the wrong cleaning technique on the wrong surface . . . it never turns out well.

the only two things i can think of is like most have already said is air bubbles, if the marks are inside the glass itself and not on the surface of the glass on either side this is usually what it would be. but it is more common to see these tiny bubbles as just that , odd little bubble shapes where air was trapped as it cooled. but part of it looks like tiny scratches and cant tell if its inside the glass or on the surface. depending on where it was stored and if it was sealed could be stress marks from temperature and pressure changes where it was stored and from what it was stored in.
and about the toilet: after a bit they finally put a finger on it and flushed the culprit out.

or something got into it and was desparately trying to claw its way back out in a frantic panic. wish i could see the detail of it better. is it on the outside of the glass INside the bottle or outside of the glass Outside of the bottle or somewhere inbetween the glass itself? its hard to tell from this stand point and lighting. It could just be from when it was made that they didnt bother to let it cooled enough after molding it and before buffing it so that it left tiny little scars in the glass which became more fraile and visible over time. its kind of hard to scratch glass like that just cleaning it unless you were cleaning it with diamond chips or the glass was faulty to begin with. Question, it is glass correct????
