I sold item as new and buyer said the item has been dropped and damaged he then says he doesn't want to go thru the hassle of a full refund but would like a partial refund
I have pictures of item as I was wrapping it for shipment and it does not have any damage
How do I know he didn't drop it?

Put him on your Blocked Bidder List immediately.

 

Tell him to return the item for a full refund.

Yes, you are being shaken down. These bullies plague new sellers especially in high value categories. No refund of any type without return.

 

"Thank you for letting me know about your problem. I am sorry for the inconvenience but we stand behind our merchandise. Please return the camera for a prompt full refund. "

 

Don't assume that the buyer is wrong (although he probably is). If there is damage it may be from your inexperienced packaging. But more likely you will get increasingly angry bullying emails. But still:

Tell him to return the item for a full refund.

Worst case, he leaves negative feedback. You can appeal this to eBay using the messages as proof of his violations.
