Its genuine, except for the metal hangtag which is a complete fake, the font is seriously wrong and has been used on thousands of fake hangtags.
That exact style number isnt in my files but Im sure its a version of the style 538 Zip Top Compartment Brief. The details are almost identical except for the difference in the outside pocket, small on your example compared to full-length on the style 0538, and it was made at the same time and in the same Chinese plant. It may be a slightly different size, hard to be sure since there arent any measurements given for the one youre asking about. The closeness of the style numbers, the closeness of production dates (within 3 months of each other) and the very similar construction details are strong signs that the two styles are from the same "family" of briefcases.
Heres the 'sister' style 0538 Zip Top Compartment Brief, this example has a May 2006 date and the same 'S' China plant code. And theres nothing wrong with the serial number, its exactly right for when and where it was made.
If you plan on selling the briefcase, PLEASE be sure to permanently discard that horrible fake hangtag down the throat of the nearest volcano where no one will ever find it. Other than the hangtag its a very nice case, I hope your husband enjoys it.
