Ebay's "Authenticity Guaranteed" program applies to certain brands and pricepoints. Neither the program nor their authenticators are perfect and ebay isn't transparent about the expertise of the authenticators but if a seller has an item that is part of the program, they aren't allowed to circumvent the AG program.
For items not part of the program, there are outside ebay blogs as well as ebay handbag and fashion boards where you can post pictures or item numbers to have your potential purchases reviewed by those who have expertise in the brand you're asking about.
There are also some professional authentication companies you can go to and get a paid authentication.

Whether items are part of the program or not, be aware that as a seller, you should verify that any items you plan to list are genuine BEFORE listing them. If you list an item and it's determined to be fake after reaching the buyer or the authenticators, your account will be dinged.

There are several categories of items within the "Authenticity Guaranteed" program. Although most of the items I sell are in the handbags and accessories category, I don't usually sell the brands that are authenticated by Ebay.
I did sell a pair of sneakers that were part of the sneaker authentication program and I was impressed with how smoothly it went.
May 28: sold the sneakers and shipped to authenticator
May 29: Delivered to the authenticator
May 29: Authentication passed and forwarded to buyer
June 3: Delivered to the buyer
