I Don't know whether or not this will help, but this is what I read:
Elisabeth Timendorfer, Fasion house in Bamburg, Germany
Elisabeth - First name
Moden - Fasion
____dehaus - ____house (red 40 tag is covering the beginning script)
Timendorfer - A last name in this instance
Bamburg - A city in northern Germany
Size 40 - in vintage.

It appears to be a 1960s sheath dress. I don't think that's the original hem. (It wasn't uncommon during the era to rehem dresses as hemlines rose above the knee.) The work of a small town dressmaker. Can't tell what the material is from your photographs. Sleeve detail looks like mink. Bamberg was a major U.S. base following the war. If found in the U.S., may well have come home with a military wife.

I also think dress is definitely 1960's in my opinion as @debora_34_ stated hem does not look original nice style and color

Found it a small thrift store in West Virginia. Looked unique so thought I would buy it and try and make a few bucks
