Hey, I sold an item, and the buyer has received it. Now the buyer is saying it was damaged in transit and wants to return it. I want the buyer to return the item to my location without a shipping label. First i have to do inspection of the item after that i will refund the payment, Please guide me on what to do.

When a buyer opens a return, the seller has limited options.
If you want the item back, you must provide a return shipping label within a few days. On the 4th day after opening the return, the buyer can ask eBay to step in and the buyer will be refunded in full from your funds.

You want the buyer to return the item to your location without a shipping label? Sounds reasonable to me.

If you do not want to provide a return label, just refund now. Easy for the buyer, easy for you – no need to issue a label.

If this is a US buyer - your options are to send them money to purchase the shipping label back to you, you send them a shipping label OR to refund.
There is no way for a buyer to send you an item back and wait for you to inspect it.
The eBay MBG and return policies do not work this way.
What would your inspection matter anyway?
You will be refunding the buyer.
