I had purchased an HP Laptop worth $1095, but after paying for it the seller was unable to ship because of my location, So i asked him to refund but he delayed to respond then I decided to open a dispute with ebay and they too delayed to respond I didn't realize the time differences hence why the delays in responses so i decided to open a dispute with paypal but later on I closed it without knowing I would lose my buyer protection and since a dispute was opened with paypal, ebay is unable to interfere.
The seller says funds havnt been released to him because of the disputes I opened but ebay says they did and they are unable to provide proof due to privacy reasons then paypal cant come in coz I closed the dispute.
Please any advise or suggestions on what I can do to get my refund ?

If you used a credit card, dispute it with them. For ebay/paypal, there is now nothing that can be done because you closed the return. Once closed, forever closed.

never close case until you get your money back. You got scammed there.
As others have said you now need to go to payment for relief.

What kind of dispute did you open? Was it INR (item not received)? If the seller didn't respond, you could have escalated and ebay would have given you the refund.
How long ago was the purchase?
May I ask why you seem to have had so many "poor quality" negative issues with sellers? Yikes! Maybe ebay isn't for you.

You tried to open the case on eBay too soon. If the seller doesn't refund or ship then you file a not received case. You can't open a not received case until after your delivery date. That is why eBay wasn't helping.
Had you been more patient and waited until MBG timeline window was opened you would have been covered by eBay.
Try disputing the charge with your credit card provider. That's all that's left that you can do.
