ID on this strange contraception

We acquired this heavy piece from a random box with other miscellaneous items.  Not even sure I have the right forum here to ask.  We have no clue what this is or what it was used for.  Perhaps some kind of winder.  Any help or suggestions of what it is or age would be very much appreciated.  Thank you in advance!
