Got scammed, seller on purpose sent different item

Hi, what should i do, if seller scammed me on memory, but i cant return item, because i live in Ukraine, and memory was shipped by forvarding company.
I won auction with 4x8gb 3200c14, but he sent me a trash 2x16gb 3200c16.
Ebay should punish sellers like this.

You can return it, but you'll be responsible for getting it back to the freight forwarder.

Go to the resolution center below and select, the item doesn't match the description.

The seller will have 3 days to accept the return and provide return shipping from the freight forwarder or refund without returning.

If they don't, return to the case on day 4 and ask Eaby to step in..
