How I can complain to ebay about item never arrived?every search I do help and the only thing I get is many bunch instructions they take you no where.

Why don't you post your problem on the buyers forum? Include all information about your transaction, dates and etc. There is some very knowledgeable posters there to help guide you!

I recommend messaging the seller. I always send an initial message asking when item will shipped and what is the tracking number. I send a freindly 2nd request three days after I sent my first one asking for shipping details/tracking.
When the estimated delivery date for your item has passed, and you still haven't received your item, let the seller know. You have 30 days from the estimated delivery date to inform the seller that you didn't receive your item.
If I don't receive a message from the seller, I open an item not received case.

After you open a case the seller is required to message you with a status. You will most likely go back and forth. After so many days eBay will allow you to ask them to step in. Once they step in, they will most likely side with you and give you a refund.
Whatever, you do during the case, don't close the case until you receive the item or get your refund.
