I bought a cellphone, the seller had it listed as factory unlocked and network unlocked after paying for the item the duty and taxes when I got the phone it was locked to AT&T.
I paid a company to unlock it and they were unable to, please advise as to how I should recover my loss because the seller doesn't want to compensate me for it.

You received an item that was not as described. You need to find that item in your Purchase History.
You click that you want to "return this item". Then you click on "not as described". The seller has four days to respond. No reply? Then you return to your case and request that eBay step in. They will most likely refund you from the buyer's funds and not require that you return the phone.
How about reading eBay's Money Back Guarantee for buyers? That way, you will know what action to take if/when a transaction goes wrong.

Until you have a refund don't let the seller trick you into closing the case. Some of them will say you need to close the case so they can refund. Ummmmm, no.
Ask eBay to step in the case if the seller doesn't provide a return label or a refund by 3 business days.

it is truly sad.. ebay has become a selling place for so many chinese scammer sellers..
the title of the posting and descriptions are totally different.. bait and switch click bait sellers.. ad when you point this out, the seller doesn't even know what they are selling or understand your questions..
example: this is what i was trying to report to ebay but ebay has a glitch when trying to report the seller.. saying there was a problem please try again..

2000watts and 250,000 lumens??? thats like the sun bright.. impossible for LED and their description says its only 100 watts not 2000wattts..
total scam..
Ebay pretty much has become Aliexpress.. 99% of sellers are chinese companies shipping the items from US address..
