Fake purchase.

I haven't been able to deal with the problem for a long time.
The seller returns the money for the item that he has purchased.
We have been communicating for a year but no money.

I'm sorry but your post is confusing. Are you the buyer or the seller? You say the seller returned the money but then say no money. Also any refunds must be done within 30 days of the sale but you are referencing a year? 

If you can write more details and explanation than you can get some great advice from others on here.

Learn from this experience. You have 30 days from the latest estimated delivery date to open a case with ebay and 180 days from the date of payment to open a case with paypal. You can choose to follow those time frames or you can fritter them away by "Communicating" with your seller for a year. All businesses have "Return/Guarantee" deadlines, learn them to protect yourself going forward.
